The answer to your question lies in the stats for the units.

Queen:
Aim Time 2.5
Prepare Weapon 1.0
Rest Weapon 1.5

Commander:
Aim Time 2.0
Prepare Weapon 0
Rest Weapon 0

Aim Time is the total time to make an attack. Prepare Weapon and Rest Weapon are two stats that indicate where in that time frame the attack actually takes place. The Commander's stats indicate that he pretty much attacks on the money at 2sec, while Queenie actually bites at 1sec, and then spends 1.5 sec 'chewing' or whatever you'd call it. It's important to note (IIRC) that Rest Time is waived if the target is destroyed, which is why you sometimes see Queens chewing through scenery at a phenomenal rate. The two stats allow for units like the Queen to have a fast attack, but limit their number of attacks per turn.
