Could be interesting, it's sort of a modified Old School game.

Do you have specific maps in mind or would it be open? With specific maps you could build some sort of storyline to play with, perhaps with human Marines battling their way into a Machina stronghold from a more open, countryside-like area.

Limiting the Machina to Missiles or Healing is kind of rough. Perhaps simply stating that they can spend no more than 10fp on AI/MT/Scanners would be enough. That way the Machina player could go the balanced 1AI, 1MT, 1Sc route or mix it up slightly without the Marine player having to deal with an AI Herd or a Rocket Army. Including the Scanner in there means that they'd have to choose to lose a tank type if they wanted more than 1 Scanner, making it even more interesting.

I think with a bit of work this could end up a good scenario for the Scenario section (when it's ready) but no reason not to work on it now!
